Unhappy returns of shelter pets can satisfy others

This 2007 photo released by the Richmond SPCA Robins-Starr Humane Center shows Sam, an 85-pound blood and basset hound mix with 6-inch legs, who was returned six times to the Richmond shelter. Even a basset rescue returned the dog. The average shelter will get around 10 percent of its placements back, said Dr. Emily Weiss, vice president of shelter research and development for the American Society for the Prevention of Cruelty to Animals.
